Oleh karena itu, hal ini menjadi ‘pekerjaan rumah’ bagi stakeholder di 2011. MENJELANG pergantian tahun, lima tokoh penting di Sulsel duduk dalam satu meja. Kelimanya terlibat dalam pembicaraan yang urgen, menatap peluang investasi dan ekonomi Sulsel di tahun 2011. Mereka, masing-masing Gubernur Sulsel Syahrul Yasin Limpo, Kapolda Sulselbar Irjen Pol Johny Wainal Usman, Ketua Kamar Dagang dan Industri (Kadin) Sulsel Zulkarnaen Arif, Pimpinan Bank Indonesia (BI) Makassar Lambok Antonius Siahaan, dan Rektor UNM Prof Dr Arismunandar. Pada diskusi akhir tahun yang diselenggarakan salah satu harian terbitan Makassar tersebut, Kamis 30 Desember 2010 lalu, di Warkop 76, kelimanya kompak menilai, demonstrasi yang berujung anarkis, yang belakangan ini identik dengan citra Kota Makassar, menjadi salah satu momok bagi calon investor sebelum menanamkan modal di Sulsel. Rektor UNM, Prof Dr Arismunandar yang tampil sebagai salah satu pembicara pada kesempatan itu, tak memungkiri keterlibatan sejumlah oknum mahasiswanya yang terlibat dalam aksi demo anarkis. Menurutnya, mengurusi sekitar 22 ribu mahasiswa di lembaga pencetak calon guru itu, memang bukan pekerjaan mudah. Tetapi, bukan berarti pihaknya lepas tangan. Sebagai salah satu ‘biang keladi’ aksi demo anarkis, berbagai upaya telah dilakukan oleh pihak UNM untuk meminimalisir oknum-oknum mahasiswa yang terlibat demo anarkis. Salah satunya adalah dengan membuka lebih banyak ruang-ruang kreatifitas bagi mahasiswa, termasuk pengembangan program kewirausahaan. Menurut Arismunandar, saat ini pihak UNM telah mengembangkan beberapa program kewirausahaan di kalangan mahasiswa. Antara lain usaha minimarket, jasa pengetikan, fotocopy, café dan hotel, serta left-left industry lainnya sebagai wadah kreatifitas mahasiswa. “Jadi, kalau mau merasakan hotel dengan pelayanan mahasiswa, silakan berkunjung ke hotel kami,” seloroh Arismunandar, yang disambut tawa hadirin. Kendalanya, kata dia, adalah permodalan yang terbatas. Sehingga, harap Arismunandar, Bank Indonesia (BI) dalam hal ini mau bekerjasama dengan memberikan bantuan permodalan bagi mahasiswa. “Dengan demikian, jiwa kewirausahaan ini bisa tertular bagi oknum-oknum mahasiswa yang terlibat demo anarkis,” ungkapnya. Sementara itu, Pimpinan Bank Indonesia, Lambok Antonius Siahaan, menuturkan, dalam menangani demo anarkis yang kerap dilakukan mahasiswa, memerlukan penanganan secara multidimensi oleh semua stakeholder. “Pihak yang berkepentingan harus bisa menyamakan persepsi. Ada apa di balik aksi anarkis tersebut? Jika kita sudah menyamakan persepsi tentang itu, tinggal bagaimana kita mengambil peran masing-masing untuk mengatasinya,” ujar Lambok. Narasumber lain, Kapolda Sulselbar Irjen Pol Johny Wainal Usman, menegaskan, iklim investasi pada suatu daerah sangat bergantung pada keamanan. Dia mencontohkan, kisruh Pilkada yang berbuntut panjang di beberapa kabupaten dan kota di Sulsel berdampak pada rendahnya minat investor tersebut berinvestasi. “Selain khawatir masalah keamanan, kekosongan pada pucuk pimpinan pemerintahan kabupaten dan kota membuat mereka (investor) berpikir dua kali,” katanya. Padahal, kata Johny, kehadiran investor pada suatu daerah tentu akan membuka lapangan kerja baru sehingga mampu meminimalisir tingginya tingkat kriminalitas. “Kemiskinan, keterbelakangan dan pengangguran merupakan faktor-faktor pemicu tingginya tingkat kriminalitas pada suatu daerah. Nah, dengan adanya lapangan kerja baru dan kesibukan yang dimiliki, maka warga tak lagi berpikir untuk melakukan tindakan-tindakan kriminalitas,” tegas Johny. Ketua Kadin Sulsel, Zulkarnaen Arif, juga berpandangan sama. Tetapi, menurutnya, maraknya aksi demo anarkis juga disebabkan oleh adanya kebuntuan antara pihak mahasiswa dan pihak terkait dalam menyelesaikan suatu masalah. “Masalah demo anarkis merupakan PR (pekerjaan rumah) kita bersama di 2011. Oleh karena itu, sebaiknya kita sering-sering duduk bersama untuk membicarakan masalah yang dihadapi di Sulsel. Mencari solusi memecah kebuntuan tersebut,” harapnya. Dikatakan Zulkarnaen, saat ini terdapat sekitar 45 ribu pengangguran intelektual di Sulsel yang berdampak pada kondisi perekonomian Sulsel lima tahun ke depan. Sementara setiap tahun, hanya 20 sampai 30 persen alumni perguruan tinggi yang diserap sebagai tenaga kerja. Di samping itu, lanjut dia, sekitar 462 ribu hektar lahan di Sulsel yang masuk kategori tidak produktif. “Inilah yang perlu kita perhatikan bersama. Ke depan, Kadin Sulsel akan fokus pada pengembangan kewirausahaan di kabupaten dan kota dengan melibatkan 30 persen pengusaha lokal,” imbuhnya. Di tempat yang sama, Gubernur Sulsel Syahrul Yasin Limpo, juga menyayangkan maraknya aksi-aksi demo yang berujung anarkis. Ia menilai, masyarakat kerap terjebak pada isu-isu kecil yang kemudian membesar hingga menjadi pembahasan berbulan-bulan. “Saat orang ramai-ramai bicara soal Gayus, masyarakat kita pun latah membahas soal Gayus. Saat timnas diunggulkan menjuarai Piala AFF 2010, masyarakat kita pun dilanda euforia berlebihan. Oleh karena itu, di tahun 2011 ini marilah kita lebih cermat melihat isu-isu yang berkembang. Kehadiran beberapa warung kopi (warkop) serta sejumlah pusat layanan umum yang memberlakukan pelayanan 24 jam, membuat Makassar seolah tak pernah tidur. JAM menunjukkan 00.30 saat penulis menelusuri ruas Jln. Pettarani, Makassar, akhir November 2010 lalu. Meski malam beranjak larut, ruas jalan ini masih tetap ‘hidup’. Memang tak seramai saat siang hari, tetapi beberapa kendaraan masih lalu lalang di salah satu jalan utama di ibukota propinsi Sulawesi Selatan ini. Di sisi kiri dan kanan jalan, beberapa toko-toko kelontong masih terbuka. Sejumlah ATM beberapa bank pun tetap stand by menunggu nasabah yang tiba-tiba saja membutuhkan uang tunai. Tak jauh beda dengan warung-warung makan beratap tenda, Sari Laut. Memanfaatkan trotoar jalan, mereka masih ramai pengunjung. Suara denting peralatan masak, gemericik minyak goreng, senda gurau yang sesekali diselingi tawa pengunjung beradu dengan suara deru-deru kendaraan yang melintas. Tak peduli, malam semakin beranjak larut. Pemandangan yang sama di sejumlah warung kopi (warkop) dan rumah makan yang penulis jumpai di beberapa lokasi. Berbekal secangkir kopi, sejumlah pengunjung terpaku menatap layar datar dan hanyut dalam hingar-bingar dunia maya. Ya, selain sajian aneka minuman dan makanan, tren terkini warkop dan rumah makan di Makassar adalah menyajikan wifi atau area hotspot. Yanti, pemilik salah satu rumah makan yang memilih buka 24 jam, mengaku tempatnya tak pernah sepi pengunjung meski malam beranjak larut. “Umumnya, mereka adalah mahasiswa dari beberapa kampus. Cukup memesan sekali menu, mereka sudah bisa online sampai pagi. Entah sekadar browsing, facebook-an maupun bermain poker,” tutur Yanti, pemilik rumah makan Ada Rasa yang terletak di Jln. Pettarani. Selain mahasiswa, kata dia, juga ada beberapa pekerja kantoran dan pebisnis yang memilih nongkrong sampai pagi. Mereka, lanjut Yanti, biasanya memilih pas malam week end. Soal omzet per hari, Yanti enggan membeberkan secara rinci. Tetapi, sekadar perbandingan, ia mengaku omzet di siang hari memang masih lebih banyak dibanding malam hari. “Kalau soal omzet, siang hari memang lebih banyak dibanding malam. Siang gonta-ganti pengunjung yang masuk. Paling lama dua jam satu orang. Sementara kalau malam, satu orang itu bisa bertahan sampai empat atau lima jam, bahkan sampai pagi sekalipun,” imbuh Yanti, yang telah menjalankan usaha rumah makannya selama empat tahun ini. Alasan buka 24 jam, kata dia, awalnya tak muluk-muluk. Tak mau repot buka tutup setiap hari, ia pun memilih stand by secara non-stop. “Soal keamanan, kami tak terlalu khawatir. Selain karena berada di ruas jalan ramai, juga dekat dari kantor polisi. Bahkan, terkadang ada beberapa petugas yang kerap singgah di sini. Entah ngopi, makan atau online,” ucap Yanti yang dibantu empat karyawannya. Makin Malam, Makin Ramai Hal yang tak jauh beda dengan Warkop 76. Meski letak yang tak terlalu strategis, warkop yang terletak di Jln. Toddopuli Raya Timur ini tetap menjadi favorit beberapa penikmat alam malam menghabiskan waktu. Mereka dari berbagai kalangan, seperti karyawan, aktivis, politisi, pengusaha hingga PNS. Di akhir pekan, jumlah pengunjung pun lebih ramai dibanding hari biasa. Selain karena siangnya mereka libur, juga ada yang memilih berkumpul bersama teman-teman menikmati tayangan pertandingan sepakbola Internasional. “Di lantai satu, mereka dari berbagai kalangan. Sementara di lantai dua rutin ditempati oleh komunitas Juventini Makassar untuk nonton bareng,” ungkap Arifin Galib, pemilik Warkop 76 yang telah membuka franchise di beberapa tempat, seperti di Parepare dan Palu, Sulawesi Tengah. Sementara Alim Anwar, pemilik Warkop Kawanua yang terletak di Jln. Pondokan, tak jauh dari kampus Universitas Hasanuddin (Unhas), mengungkapkan bahwa pengunjung di tempatnya justru jauh lebih banyak di malam hari dibanding siang hari. “Karena terletak di daerah kampus, makanya pengunjung didominasi oleh kalangan mahasiswa. Tapi, juga ada beberapa karyawan kantoran serta sesekali menjadi tempat pertemuan,” ungkap Alim Anwar, yang biasa disapa Kak Ul. Selain warkop, rumah-rumah makan pun tak ketinggalan memberlakukan layanan 24 jam. Beberapa rumah makan dengan sajian masakan lokal, seperti coto dan songkolo yang tersebar di beberapa lokasi pun memilih buka sampai menjelang pagi. Melayani Tanpa Batas Waktu Selain warung-warung kopi dan rumah makan, layanan 24 jam ini pun bisa ditemui pada beberapa tempat-tempat perbelanjaan dan layanan umum. Salah satunya Apotek K-24. Diah, apoteker Apotek K-24 Makassar Cabang Pengayoman, menuturkan, gerai farmasi yang telah beroperasi selama dua tahun di Makassar ini memilih buka 24 jam dikarenakan kebutuhan obat bagi masyarakat yang sifatnya mendesak. Selain menyediakan kebutuhan obat-obatan, Apotek K-24 juga melayani pengobatan bagi masyarakat sampai larut malam. “Untuk melayani pengobatan, kami dilengkapi dengan dokter umum dan dokter gigi. Khusus dokter umum, mereka stand by 24 jam untuk melayani pengobatan masyarakat sampai larut malam,” kata Diah. Menurutnya, tak hanya memberlakukan layanan 24 jam, apotek yang telah buka selama dua tahun di Makassar dengan system franchise ini juga melayani free delivery bagi masyarakat yang memerlukan obat-obatan. Pengantaran gratis ini diperuntukkan bagi konsumen dengan pembelian minimal Rp50 ribu. “Prospeknya pun sejauh ini cukup bagus. Biasanya, permintaan obat-obatan di malam hari ramai di antara jam 1 sampai jam 3 malam,” ungkap Diah. Selain apotek, layanan 24 jam ini pun dapat dijumpai pada tempat perbelanjaan kebutuhan sehari-hari. Alfamidi misalnya, ritel middle market yang telah membuka beberapa cabang di Makassar ini pun menjadi tempat belanja kebutuhan masyarakat Metropolis yang memilih terjaga sampai larut malam.
